Quick answer

A PGWP is one open work permit after an eligible program of at least 8 months. Most people who apply now need a language test. Many college and non-degree programs also need an eligible field of study. The permit stops at your passport expiry, and you only get one.

I checked the official pages on October 24, 2026. If this page and IRCC ever disagree, use the sources at the bottom. This is general information. It is not a decision on your file.

Who qualifies

Key point: You get one PGWP in a lifetime, and only after an eligible program of at least 8 months.

IRCC's eligibility page says you generally need all of these:

  • A completed program at a PGWP-eligible designated learning institution, at least 8 months long, or 900 hours for a Quebec program. The DLI list shows which schools have eligible programs. A school can be a DLI and still have programs that do not qualify.
  • Full-time status in Canada in each semester. Your final semester can be part-time.
  • An application within 180 days of the school's confirmation that you finished.
  • A study permit that was valid at some point during those 180 days.

You are not eligible if you already had a PGWP, if the program was English or French as a second language, general interest, or non-credit (flight school is the non-credit exception), or if a Global Affairs scholarship requires you to return home. More than half the program by distance learning also blocks it, with older COVID rules that depend on when you started. Read the special cases on that same eligibility page before you assume an online term counts.

A private college teaching a public college's curriculum is not PGWP-eligible in most cases. If you began that kind of program in the same province after May 15, 2024, IRCC says you are not eligible. A cross-province arrangement begun after February 1, 2023 is not eligible either. There is a narrow exception if you started before those dates.

An authorized leave of up to 150 days can still be acceptable if the school authorized it and you can prove that. An unauthorized leave can make you ineligible.

Language, and field of study

Key point: University programs need CLB 7 in all four abilities. College and other non-university programs need CLB 5.

CLB means Canadian Language Benchmarks, the English scale. NCLC is the French scale (Niveaux de compétence linguistique canadiens). You need the level in reading, writing, listening, and speaking. One weak ability fails the test.

On October 24, 2026, IRCC's document page accepted CELPIP-General, IELTS General Training, PTE Core, TEF Canada, and TCF Canada. The test is in person, and the result must be less than 2 years old on the day you submit. The score that equals each CLB is on the language results page. I do not copy that chart here, because a half band is enough to miss the level.

No language test
Field of study
No field list. You still need the pilot or instructor rule on IRCC's page

A PGWP submitted before November 1, 2024 did not need this language proof. A study permit submitted before November 1, 2024 does not need the field of study list.

If the field list applies, your 6-digit CIP code has to be eligible when you submit the study permit or when you submit the PGWP. IRCC's field of study page says that for 2026 it will not add or remove fields. Search the current CIP list. Do not rely on a screenshot from last year.

The online checklist can mark language proof as optional, and it may not ask for the field proof. If your program needs them, you still upload them. IRCC explains where, on the apply page.

How long the permit is

The length follows the program, then stops early if the passport expires. This is from IRCC's PGWP about page, as I read it on October 24, 2026.

Master's degree of at least 8 months

Up to 3 years, even if the program was shorter than 2 years

Other program, 8 months to less than 2 years

Up to the same length as the program

Other program of 2 years or more

Up to 3 years

Passport expires sooner

Only until the passport expires. You can ask to extend the rest on paper

The 3-year master's rule started February 15, 2024. It does not apply to a certificate or a diploma. Quebec programs use 900 hours where other provinces use 8 months.

If you finish faster than the normal length, you may still get a permit for the full program length. More than one eligible program, each at least 8 months, can sometimes be combined, and you have to meet the stricter language level if the programs differ. You cannot combine them after a PGWP has already been issued.

Not sure the program qualifies?

Book a phone consultation. It is 15 to 30 minutes. Bring the completion letter, the study permit, the passport expiry, and the language result if you have one.

When to apply, and working while you wait

Key point: Apply within 180 days of the school's confirmation, while the study permit is still valid.

You have 180 days after the school confirms you finished. If the study permit will expire before the marks arrive, IRCC gives you two choices: apply for a visitor record so you can stay, or leave Canada and apply for the PGWP from outside. Letting the study permit expire is the expensive path.

You can work full-time while IRCC decides only if your study permit is valid on the day you apply, you have completed the program, and you were allowed to work off campus without going over the hours. A study permit can also stop being valid 90 days after you finish the program, even if the date printed on it is later. That is section 222 of the Immigration and Refugee Protection Regulations, so apply inside that window as well as the 180 days. The work rule is on the after you apply page. If those conditions are met, leaving Canada and coming back does not, by itself, stop that work.

If the study permit has already expired, you cannot work until the PGWP is approved. Inside Canada you have 90 days after the expiry to apply for the PGWP and restore your status as a student. Pay the $255 PGWP fees and the $396.25 restoration fee, and upload both receipts. The $396.25 is $246.25 to restore your status plus $150 for a new study permit, so the total before biometrics is $651.25. There is no separate restoration application. After 90 days, you have to leave Canada.

A visitor record keeps you in status. It does not replace a valid study permit for the "work while you wait" rule. If you are a visitor when you apply, plan on not working until the permit is approved.

Fees

On October 24, 2026, IRCC's fee list and the PGWP apply page showed:

  • Work permit: $155.
  • Open work permit holder fee: $100.
  • Those two together are the $255 the apply page names.
  • Biometrics, if you need them: $85. Many people already gave biometrics in the last 10 years. Check before you pay twice.
  • Restore your status as a student, only if the study permit has expired: $396.25. That is $246.25 to restore your status plus $150 for a new study permit. It is on top of the $255 PGWP fees, so the total before biometrics is $651.25. Confirm the fee list. It has changed before.

A language test, a medical exam, and a police certificate are paid to those offices, not to IRCC.

If your passport expires first

Key point: The permit stops on the passport expiry, even when the program would have allowed longer.

Renew the passport before you apply, if you can. IRCC will issue the PGWP only until the passport expires, even if the program qualifies you for longer.

If that happens, you can apply to extend the PGWP after you have a new passport that covers the rest of the time you were eligible for. That extension is on paper. It is the one extension IRCC allows. You do not submit a new language test for it. The first permit should carry a note that it was shortened because of the passport. Keep that letter.

One PGWP

IRCC is direct about this. If you already received a PGWP, you cannot get another one after a later program. I tell people that before they pay for a second credential in the hope of a second permit.

A refusal is not the same as a permit that was issued. If you are unsure whether an old application was approved, we look at the letter before you plan the next program.

What can follow

Key point: A PGWP is time to work. It is not a permanent residence application.

The PGWP is time to work. It is not permanent residence. The usual next questions are the Canadian Experience Class, a provincial nominee stream, and a bridging open work permit.

The Canadian Experience Class looks at skilled Canadian work. On October 24, 2026 that meant paid work in TEER 0, 1, 2, or 3, for at least 1 year or 1,560 hours, in the 3 years before you apply. Hours above 30 a week do not count extra. Work you did as a full-time student does not count. Self-employment does not count, with a narrow exception for some physicians. You also have to plan to live outside Quebec. A higher language score still matters. Estimate it on the CRS calculator before you assume the year of work is enough. Category rounds and the November 3, 2026 job-offer change are on the Express Entry page.

A province can nominate you through its own streams. Some use Express Entry and can add a large block of points if you accept the nomination in the profile. A nomination outside Express Entry does not do that. Rules differ by province, and some want a job offer. I cover the shape of that on provincial nominees.

A bridging open work permit is for someone whose work permit is still valid, who is on maintained status, or who can still restore their status as a worker, and whose permanent residence application has already passed the completeness check. Being in the Express Entry pool is not enough. You need the acknowledgement of receipt. If you are not there yet, extend or change status before the PGWP expires. Do not wait for an invitation that has not come.

Other work permits, including LMIA and LMIA-exempt options, are on my work permits page and in the LMIA guide.

Frequently asked questions

What is a PGWP?

A post-graduation work permit is an open work permit for someone who finished an eligible program at a designated learning institution. It lets you work for most employers in Canada. Graduating does not by itself make you eligible. IRCC decides the application.

What CLB level do I need for a PGWP?

If you apply on or after November 1, 2024, a bachelor's, master's, doctoral, or other university program needs CLB 7 or NCLC 7 in all four abilities. A college, polytechnic, or other non-university program needs CLB 5 or NCLC 5 in all four. Flight school graduates, and people who applied before November 1, 2024, do not need that test. Results must be less than 2 years old.

How long is a PGWP?

A master's degree of at least 8 months can be up to 3 years. Other programs under 2 years are usually limited to the length of the program. Programs of 2 years or more can be up to 3 years. The permit cannot run past your passport.

Can I get a second PGWP?

No. If you already received a post-graduation work permit, you are not eligible for another one. You may be able to combine more than one eligible program into the length of a first permit, if you have not already been issued one.

Does a PGWP lead to permanent residence?

It can give you time to earn skilled Canadian work, which matters for the Canadian Experience Class and for some provincial streams. It is not a permanent residence application, and it is not a promise of an invitation. A bridging open work permit is a later, separate application, after IRCC has your permanent residence file.
